Most of the appointment is spent before any pigment is applied. Consultation, mapping, color matching, and your approval of the drawn design all come first, and nothing permanent begins until you have seen and agreed to the shape.

How Is This Work Regulated in Florida?
Florida regulates permanent makeup as tattooing. Artists must hold a state tattoo artist license and work in a licensed establishment meeting sanitation and biomedical waste requirements. Mali holds Florida tattoo artist license 06-44-1767844 and Florida esthetician license FB9799938.
The legal basis for cosmetic tattooing is Chapter 381 of the Florida Statutes. You can verify any artist’s license through the Florida Department of Health body art program, and you are entitled to ask to see an establishment’s license before booking.
Which license covers what
Florida splits beauty services across two different regulators, and knowing which is which is genuinely useful when choosing a studio. Cosmetic tattooing, which covers lip blush, permanent eyeliner, scalp pigmentation, and all brow pigment work, falls under the tattoo artist license issued by the Department of Health. Skin services including spray tanning fall under the esthetician license issued by the Department of Business and Professional Regulation.
The two are not interchangeable. Florida’s cosmetology rules state that microblading is beyond the scope of a cosmetology license or facial specialist registration, which means an esthetician license alone does not authorize cosmetic tattooing.
